You were right on target when you said "it is imperative
that if/when the camp is brought back 'on line' the program be such that
will bring the units to the camp."
My experience with summer camps is that there really is a minimum number of
participants needed to be successful. Specifically, you need sufficient staff
to support the program. My minimum is around 120, preferably 150 scouts
per session. I have seen camps operate with fewer but their program usually
Also, to attract good staff, camp must last most of the summer--about eight
weeks as a minimum. That means getting over 1,000 scouts into camp. Can
your council support those numbers?
I believe a council can put its resources to better use supporting a year
around program than by spending money on a camp that doesn't get sufficient
use to pay its bills.
