Often times, the Merit Badge INSTRUCTORS in camp are not old enough to be
registered as Merit Badge Counselors even though they might be better

As a counselor, I frequently received "reports" from summer camp. Rather than
as a scout to completely re-do everything, I reviewed what he had done at camp
and satisfied myself the the work had actually been done (as opposed to just
sitting in a class).
In some councils, the camp director, program director or area director signs
off for work counseled by staff who are not old enough to sign MB cards!
When I was a 13 year old staff member working in the handicraft lodge, I
'taught' basketry, leatherwork and woodcarving classes. When the scouts
finished my classes, they made an appointment with the handicraft director
to 'pass' the MB. He was the counselor, not the instructor!!
