At our summer camp (Seven Ranges, Buckeye Council), merit badge cards are
handed to the counselors by the scouts the first day of camp (merit badge
classes are from 9:00-noon & program areas are open from 2:30-8:00 pm for
additional work or recreation). The counselors go through ALL requirements
EXACTLY AS LISTED IN THE MERIT BADGE BOOK during the week. Beginning
Tuesday noon, lists are posted for the Scoutmaster's review so he can follow
the progress of his boys. Scouts 'in trouble', i.e. behind, are noted so
that during afternoon free time, they can be 'encouraged' to go back to the
counselor to catch up. (note: to qualify for the camping honor program, all
scouts must complete at least one merit badge or 10 steps toward rank
advancement during camp).
Note the "EXACTLY" above... camp staff cannot add to or subtract from the
requirements as listed. They can recommend that certain badges be for 2nd
year campers or 4th year campers, but cannot enforce that since that is not
a restriction in the badge book. Likewise, many badges have prerequisites:
to take Personal Fitness, for example, you must have completed (and
documented) a 4 week program of exercises BEFORE you apply for the badge at
camp. Many other badges have similar pre-requisites.
By Friday noon, completed blue cards are put in the Scoutmaster's mail box
signed by a registered counselor at camp. Cards with partials can be
obtained for completing later at home. The Scoutmaster ALWAYS has final
approval on the cards if he believes the work was not done (for example, I
KNOW that one of my scouts missed a major requirment in Wilderness Survival,
so I will not certify his card until he completes it even though the
counselor signed it off).
