The Advancement Guidelines, page 17 no. 5, 1992 Edition, states "...and the
references checked by either letter, form or phone calls. The Council
determines the method or methods to be used."
In my opinion the above says that "the references LISTED ON THE EAGLE
APPLICATION" will be checked in one of three ways. So far I can't see how
opinions or interpretations are either necessary or advisable - the rule
However, there is no prohibition to seeking additional references and, in
my opinion, seeking additional references for justifiable reasons is not
"adding requirements". For those concerned about my "no prohibition"
philosophy, the Guidelines do prohibit certain events such as Boards of
Review for Merit Badges (see page 3).
The goal of Eagle Boards should be to approve and authorize bona fide
candidates - no more, no less. The Board should, in my opinion, use every
means at its disposal to ensure the attainment of that goal.
