SCHOOL NIGHT FOR SCOUTING

One thing I've noted about our School Night for Scouting is that the only people
who show up are the ones who have already decided to join. We are simply
"preaching to the choir."
I think we need to sell the program well before the actual signup night but I'm
not sure what to do. All we're doing at present is dropping off some flyers to
be distributed to the classrooms. We've talked about making short presentations
but have met resistance from the school administration.
Does anyone else have the same impression of SNFS? Any ideas on what to do?
Thanks in advance for your help.
