As it was explained to me when I went to Cub Scout Leader Basic Training
(and as I now explain it to those who I train), BSA literature can be
copied for use within the BSA program.
This does not extend to literature that is not copyrighted by the BSA,
even though it may be distributed through the BSA (like Creative
Campfires for instance).
I have no documentation of my assertion about BSA literature, but the
assertion about non-BSA literature should be pretty safe since only the
copyright holder can grant permission to copy.
I would welcome "chapter and verse" on this if anyone has it.
