Having all the units recharter at the same time IS a lot easier on the
district staff. My council has each district recharter during a specific
month, starting with January and going till all districts are rechartered.
In our district, two months before the recharting is due, all the unit
commissioners meet to refresh how rechartering works and go over any changes
since the year before. One month before, we have one evening where all
rechartering packets are handed out and the rechartering procedure
explained. In the begining of the month they are due, we hold a single
night to handle all rechartering. It is a very busy night, but over 90% of
all units get the paperwork completed that evening. From that evening till
the end of the month, we have about 3 weeks to catch the units that fell
between the cracks. The benefits of this program are that:
1) All unit commissioners are informed of the changes once.
2) All unit personnel are updated of changes once.
3) In a few weeks we have ALL paperwork done and out of the way so
we can focus the rest of the year on more important matters (i.e.,
Boys in Scouting!!!!)

I agree that December is much too busy! They should pick a better month.

October would probably be better than September. September most packs (and
troops) are just gearing up for the new year and have their problems getting
everybody organized without having to count them too. The same can be said
for troops in March. Many Webelos are still in transition at this time. As
for having them in different months, I would suggest against this. You will
probably end up with many second year Webelos paying for a whole years
registration twice. It would be simpler to have it all at once or at least
in consecutive months.
Getting back to the actual rechartering procedure I mentioned earlier, I am
going to try making a change in the way we run our rechartering night.
Previously, each unit commissioner handled all the paper work for his Units.
Therefore, he had to be an expert in all parts of the rechartering process.
With all the small details of rechartering, this is very difficult even with
a good checklist of items to review. At a Commissioner's College I attended
earlier this year, it was suggested that the commissioners be assigned
different areas of the rechartering process to specialize in. When a unit
arrived at rechartering night, they would be handed a checklist of stations
they needed to complete. Each station would be staffed by a Unit
Commissioner knowledgable in just what was needed to complete that station.

The beauty of this system is each unit commissioner would only have to learn
all the details about one of the many areas needed to complete the
rechartering process. Also when a unit turned in their checklist with all
the stations signed off, you would know that they have handled all the
details and are complete. It should be easy to implement and keep people
flowing. The only difficult part would be manning each station with the
correct number of people. Some stations will take longer than others and
most stations will not need to done in order. Some of the last stations
require that all previous stations are complete (i.e., Money Totals need
Scout counts, Adult counts, and Boy's Life counts completed previously,
Quality Unit paperwork can be handled at any time).
Anybody have any other suggestions on how rechartering can be simplified?
