I have had a great rerponse to all units in a district rechartering in a
The reason for this is that it is difficult for a UC that works with 2
units to stay up on all the changes involved in the recharter process. The
District that recharters in a given month can hold specific training at that
time to update all commissioner staff and may even use some time at a
roundtable to explain the process to unit leadership.
Now in regard to the month to recharter. Pick a month and I will give you a
complaint for rechatering in that month.. Early Fall, - Packs, to early
don't have their leaders signed up or trained or dens formed, Troops, pretty
constant not much problem. Late Winter/Early Spring - Packs don't want to
pay a years fee for Den Leaders who might not want to be leaders in the
Fall, why do we have to pay for graduating webelos? Troops, pretty constant
not much problem. Late Spring and Summer - Packs and Troops, I can't get
this done everyone is on vacation and we are not meeting.
I have been involved with 3 councils that use December as the recharter time
and that is not always the best answer either. Of all the monthes and plans
I have seen in 30 years of Scouting December works best for packs and many
different monthes work for troops so why not December.
You ask how about Christmas and hitting the parents up for money. That is
why the Unit Budget Plan is important. If the Unit Budget Plan is not
utilized please consider this next scenario.
Think about the new kid( mostly Cub Scouts) that join and all the kids that
return to the pack in September or October The new youth pay $10.00 (approx)
prorated monthes and the next year + Boys Life, and the returning kids pay
$7.00 + Boys life . the recharter monies are collected in Sept - Oct. Den
Leaders are recruited trained and the dens are meeting with final follow-up
to collect the last of the fees due. Then the charter may be completed in a
timely fashion all up to date with only current membership, the money
collected, and waiting to be turned in.
