Yes, Word allows you to insert the .bmp file of a scanned signature
in a form, but that probably isn't legal, anybody can use that to
fake a signature.
I use that technique to fax letters to people with my sig, and follow
up with a real signed one when necessary.
For electronic forms, you would need to have a secure method of
transmitting the form. PGP signatures would be a valid way. You
could give the public key to the scout office and they could verify
that the e-mail was valid. This would not work for faxes, though.
