I have found it quite frustrating, as even senior uniformed scouters who are
aware of the policy seem hostile. as long as there is no meaningful sanction
(loss of credentials, charter) reliance on basic character issues does not
seem to be uniformly effective, although there are enough bright moments to
make it worth keepin the effort up.
i had drafted a policy for our council that actually improved upon the
national model to have them adopt one weaker than national suggested without
informing me that there would be any amendment from my suggested language.
I would hope that sustained, widespread writings to national would get them
to strengthen the policy, set real enforcement procedures, and start a
detailed educational framework in scouting magazine.
