That is reasonable if your Council will accept FAXed forms such
as tour permits, or that they even have a FAX number that they will
give out publicly.
Also, you will want some way to verify receipt, maybe my a return
FAX so you should have both send and receive FAX capability.
We often FAX documents that are prepared on a computer only to
find out that the recipient feeds the paper FAX output into
a scanner and OCR software to recover the text. Direct electronic
transfer would be much better.
