This is almost true. Actually, travel into Canada and Mexico
may be done with a local tour permit, provided that the furthest
point from the unit's point of departure is less than 500 miles.
I had difficulty believing this myself when I was preparing to
travel into Baja California with some of my older Scouts on our
first "Baja Caravan". Indeed, I queried my Assistant Council
Executive about this, and he contacted the BSA national office
to verify that indeed a local tour permit would suffice.
This covers 1991-1994, inclusive. I did not do the tour this
year, owing to health problems. So, my information may be stale.
