Ted, this is certainly true for electronically submitted forms. But, I
think what we are mainly talking about here is using the templates to
fill in and generate the form and then print it. Submission could be
the same as today. No problem with signatures that way. A big
advantage is the legibility of the form since the only hand-written
information would be the signature.
