Speaking from the persective of a person who has been in two troops, one
very good and one VERY bad, I have to agree. Many of the requirements for
the Quality Unit award have little to do with quality and more to do with
quantity. Both the troops that I spoke of always recieved the award, but
only one has a quality program.
The award needs some serious review. I question any award that is seems
anyone can get. If the percentages are too high, I have to ask myself, "Is
the program in this area that good, or is the award that easily earned." I
would recommend further discussion on this award, and final a proposal to
our local councils or to national.
