Troop 13 (Baltimore) doesn't set a minimum for participation, but we =do=
set a maximum absence limit. If a Scout is absent from 3 consecutive
Troop meetings without a medical excuse, he is dropped from membership.
Extenuating circumstances, of course, are taken into consideration after
consultation with the parent(s). I suppose when our boys finally get to
earning a rank that requires being "active" we'll have to start looking at
attendance at outings, too. We started in September 1994 with all "new"
Scouts and all of them are still working on Tenderfoot.
