One local unit uses 60 percent participation in meetings, 60 percent partici-
pation in activities (includes any non-meeting activities). It works well for
them. To be elected to office you must meet the requirement for the preceeding
six months (since last election) and to get credit for a leadership position
you must meet the requirements while in office. The IMPORTANT thing is that
these requirements are clearly spelled out IN ADVANCE. Upon election, the
scout (and his parents) are asked to sign a sheet which spells out the
conditions (above) under which he will receive credit.
BTW, almost no one has trouble meeting these requirements. Excused absences
can be arranged in advance--none after the fact. Most scouts end up in the
range of 80-100 percent participation. If they don't meet the 60 percent
requirement, they are usually in the 25-40 percent range. Almost no one falls
in the 50-70 range! They either participate or they don't!!
