The Eagle scout projects have changed in scope and function over
the years, just as the list of required merit badges.
You can not really compare the projects of 30 years ago with
projects in the past 10 years. Projects of the next 10 years
will be different again, becuase of the liability limitations
now being in place . . .IE. no public contructions etc.
It is also posible to lead a project that has NO scouts working!
If you can in fact get a general contactor to do all the physical
work, you can still get a project approved. But in 1995, the Eagle
scout can NOT do all the work himself. I reacall guidelines that
limit the ealge scouts WORKING hours to about 10-20 percert of the
total labor hours, where 100 percent of plannning should be his.
But, your milage will vary! And it is always interresting to read
the old handbooks and requirements from to 20's or 30's and compare
to the 90's. All eagles do not earn the same merit badges nor do
the same projects, but I have yet to meat and Eagle scout that
was not qualified. SOME ARE JUST MORE qualified than others!!!
