As far as I know, the prohibition is strictly a local one for
some local councils. I have never seen anything at the National
level prohibiting them, but I may have missed it somewhere. I
seem to have misplaced my latest 'Guide to Safe Scouting' so I
can't verify that.
Even within the councils I am familiar with, I believe that the
New York City council is the only one to completely ban sheath
knives. The other councils I visit regularly have policies
against sheath knives in council camps and at camporees, but
not blanket bans.
Our troop policy is that they are not to be worn, but may be
kept in the pack at non-council events. Certain activities
almost require a sheath knife (cleaning fish for 1).
