Perhaps. BUT the Eagle is a rank advancement that has specific
requirements to be earned. Once those requirements are met, the badge
should be awarded. No promise for future Scouting service should be
exacted as an additional price for the badge. If the scout hasn't learned
to give service to others or to enjoy scouting during his 2-7 years in the
program to earn the badge, an additional "charge" isn't going to change
