Conceptually, voicemail provides a link that can allow an
individual who is not immediately available to know the
nature of the caller's concern, do research or gather data,
and be able to provide responsive answers upon callback.
All too often, and I see it in the Federal government where I
work, voicemail is management's answer to inadequate
resources and the "downsizing" of staff. Despite a real
desire to serve, the backing-up of work furthers the notion
of governmental/organizational unresponsiveness. In turn
this raises the call for further staffing and resource cuts.
It is a self-defeating vortex into which the service
provider and service desirer are drawn. The result is
entropy. The "Why" of technological "progress" is less well
thought out than the "How".
