Welcome. I hope you continue to find things to agree with and things
to disagree with.
I'm curious about your request for "by laws", are these specific rules
that members of a group must obey? In the UK we have our "POR"
(Policy, Organisation and Rules) that apply to every Scout Group
within the UK. The only specific statements that I make to parents of
Scouts within my Group are that continual bad behaviour is dealt with
by 1/ an oral warning, 2/ a written warning, 3/ suspension, and 4/
expulsion. A Scout would have to continue in their bad behaviour for
about 6 months to go through all the procedures before reaching no.4!
I also point out that I expect boys to make mistakes (Scouting is a
safe place to do so) and to misbehave, but there are 2 things that the
Group will not accept: 1/Bullying, and 2/Dishonesty within the Group.
