Arrow of Light Requirements

I've been following the thread about requiring a Webelos Scout join a troop
in order to receive the Arrow of Light.
Taken directly from the WWW scouting server:
6. After you have completed all five of the above requirements, and
after a talk with your Webelos leader, arrange to visit, with your
parent or guardian, a meeting of a Boy Scout troop you think you
might like to join. Talk to the Scoutmaster. Then get an
"Application to Become a Boy Scout," fill it out and have your
parent or guardian sign it. Show it to your Webelos leader and
talk about your interest in becoming a Boy Scout.
The key phrases here are, "might like to join", fill out the application,
and " Show it to your Webelos leader and talk about your interest in
becoming a Boy Scout." It says nothing about having to actually join a troop.
What happend to the guide all merit badge counselors are to follow of
'no more, no less' when it comes to meeting requirements? I think the
written requirements say it all, you can't require a Webolos Scout to
actually join a troop in order for him to receive his arrow light.
