I believe that one of the reasons that OA prevailed was the membership of
National Council. Although I do not know the precise makeup of the board,
I have been told that organizations other than OA were not represented.
This gave a distinct advantage to the OA structure being adopted on a national
level. However, I do not think OA would have experienced the success it has
unless it was a good program.
