I agree, and did not mean to imply that the SM would actually
say 'Joey is eligible but not listed because...'
In a very large troop, leaving 1 or 2 scouts of the election list
would not be noticed my most of the scouts, however we have
a small troop of about 25 boys who get along really well. If
one who was otherwise eligible was left off the ballot, even
quietly, everyone would know about it. Just a fact of life. In a
small troop, like a small town, everybody knows everybody and
