There are two written sources from the BSA. The first is the Life to
Eagle packet. It is available form your council service center. This is
the actual packet that the scouts completes and submits for the Eagle
Badge. It lists each step and has a short narative about each one.
The second source you can obtain a copy of from your District Executive.
There is a 3 or 4 page pamplet on the steps of earning the eagle badge.
Your district exec can find this in his/her red binder entitled `District
Operations'. It explains a little more each of the steps in the life to
These steps are what is reviewed by your local council when an eagle
packet is submitted and also by national. Keep in mind that all
advancement ranks are awarded by your local council, with the exception of
