Webelos to Scouts Transition

My first reaction is to vote "no". It may not be practical
to register in a Boy Scout Troop and still maintain your
registration in a Cub Scout Pack so that you can later
receive the AoL.
Of the 6 graduating Webelos in my pack this year only
one earned all 20 Webelos activity pins (all 6 earned
AoL). Obviously, this boy was motivated and showed
good Scout spirit. However, he doesn't like to camp.
He got "sick" on each Webelos campout and almost
always went home early. Not liking camping is not a
huge hindrance to being in Cub Scouts but it would
be in Boy Scouts. This boy did not join a Troop. I would
hate to deny a boy like him his AoL just because we
added joining a Troop to the requirements.
In the long run, it may be counter productive coerce
boys into joining a Troop through a new requirement
if we are still failing to adequately sell the program
to them. We probably already carry enough names
on our charters of boys who never participate.
Here is an idea that might work. In our District we
push for earning AoL and crossing over to Boy
Scouts a few months before our charters expire.
Then we transfer the boys to a Troop. They at least
have that much time to try on the Troop and Boy Scouting
before they decide "no".
