IMHO - "National" whoever they are...Needs to wake up and smell the roses!
The Arrow of Light like any of the religious awards or any other award is
presented for requirements EARNED as a Cub Scout. To use the Boy Scout
program as a lynch pin is tantamount to Blackmail. If I told you you had
to pay $1.00 (transfer fee) for an award, what would you suit and tie
people think of that?
