I agree that this would be inappropriate, but who said that
it should be handled this way?
The scoutmaster has should prepare a list of the scouts who are
up for election. Just don't include any that you feel are not
appropriate. If you have scouts that meet the technical parts
of the requirements, but not not approved by the scoutmaster,
then the scoutmaster should have a private discussion with
each of them and let them why they were not included and what
they need to improve if they want to be nominated next year.
