Placement of the U.S flag

Looking for some documentation.
I know that the placement of the American flag is always on the speakers
right. Also on the campsites' right ( Looking out from a campsite ). Meaning
that what ever the focus is placed, that is when the flag belongs on it's
right. So if move the flag by the audience instead of the speaker, then the
flag goes on the audiences right.
It was brought up that it was not surpose to be on the speakers right when
the speaker was not on a raised stage. I do not think it makes a difference.
Does anyone know where it is listed in writing.
