Kathie is correct. There are several references in various Exploring
booklets, but the immediate reference is to the BSA's Rules and
Regulations. In there, Explorers are referred to as youth members.
Explorers are registered youth, male or female, from age 15 (or 14 if
have completed the eighth grade) up to age 20. At age 21, Explorer
youth members become Exploring adult members.
The BSA's Youth Protection Policy as it relates to the Exploring
program is pretty specific and common-sense: Explorers sleep with
Explorers, Exploring leaders sleep with Exploring leaders. If couples
are serving as leaders/consultants, the couple must sleep separately
from single males or females; otherwise male adults sleep with male
adults; female adults with female adults. The policy also says there must
be at least two male and two female adults present on all Exploring
activities, including outdoor activities (in those few cases where
there are no female youth members of the Post or Ship, the female
adult leadership is not needed). No adult shall be alone or in a
comprimising position with a youth member, male or female.
Counselling shall be done in a open yet private area, with visual
access to both parties by at least one other adult. Separate bathing
and showering areas for male youth, male adults, female youth, and
female adults should be available. If this is not available, separate
times of the day or evening should be listed and known by all
participants to use the shower/bath facility.
The references are found in the Exploring Youth Protection Policy
guidelines, which is available from your Council office.
