Jim Miller asks why National Supply has not put the World Crest on the
shirt ready-to-wear ?
My guess is that it is a MEMBERSHIP badge denoting membership of the World
Organisation of the Scout Movement. As such it ought to be restricted to
those who have earned the right to wear it by meeting the membership
requirements of their respective Scout organisations , usually involving
making the Scout Promise / Oath.
When I was ASM in T401 (American School in London) we presented the badge
when a new Scout made Scout rank with the words " You are now a Scout, a
member of Boy Scouts of America and the international family of Scouts " or
something similar. Webelos can wear it in addition to the Arrow of Light to
denote that they are " Scouts " (i.e. members of the international Scout
family) even whilst they are working to finish Scout rank.
Just a thought ...
