Totally out of bounds, IMO. Putting aside Scouting/BSA's terrible error of
policy, we only ask our young men to live by the Scout Oath and Law. I
could stretch and find value (as a BoR member) in an Eagle candidate's
reasoning (not the conclusion he reached) on a question of public policy or
philiosophy, but I would be sure to avoid topics which are so heavily laden
with other emotions and social discord. We don't know how the Council BoR
member would have evaluated the candidate's answers, but there was no
reason to put the Scout in that unteneble situation.
