From 1968-75, the BSA registered Unit Commissioners that served a
particular neighborhood, community, or city as a Neighborhood
Commissioner. This was one of the GREAT ideas generated by a
volunteer that asked "how come we don't have Commissioners geared
specifically to a particular neighborhood...it makes sense that a
person living a neighborhood or community can better take care of and
meet the needs of the units in his community (remember it wasn't until
1974 that we had female unit commissioners)".
Neighborhood Commissioners were a little different than Unit
Commissioners, the generic "unit name" for a Commissioner that worked
with all parts of the BSA's programs. NCs may have four Cub Packs and
one Scout Troop in his neighborhood; or may just have a Cub Pack and
Scout Troop and Explorer Post in their community. In 1975, the BSA
split up the duties of the Unit Commissioner, and registered Scouters
as Pack Commissioners, Troop Commissioners, as well as Unit
Commissioners, saying "good bye" to the Neighborhood concept of
The Neighborhood Commissioner emblem was no different than any of the
Commissioner emblems up to 1974.....it was the commisioner's wreath
along with the Universal emblem in the center on a blue background
(all Council/District positions during that earlier time were on blue,
not red, backgrounds) with the lettering "Neighborhood Commissioner"
in yellow (gold) with a yellow background.
