This was, in fact, the patch awarded when a Scout completed a
Junior Leader Training Course. I remember it from the early 60's.
One other poster comented that it was used for weeklong courses.
We also used it for weekend courses (just 1 weekend) for we did
not have week long courses, then. The only week long ones were at
Philmont and Schiff (National Junior Leader Training Camps).
It was worn on the sleeve, I think (straining the grey matter) UNDER
the SPL/PL/APL (etc) patch. It is similarly used as the TRAINED patch
