The explanations in the current version (which is no different than
your 1991 version) of the Insignia Guide ARE CORRECT. As stated, my
posting reflects what the Transatlantic Council sent out over the
years to answer that basic question, and IS NOT what National BSA says
where the patch should go.
However, if you take ANY THREE Scouters and ask them where you place
the World Crest, you'll get three DIFFERENT and INCONSISTANT
locations. At least the TAC thought hard about this basic
inconsistancy and placed some "order" or "rhyme and reason" to the
placement of the emblem.
I like the TAC description better, because it forces some of us
Scouters to really think WHY the patch goes where its supposed to go
as opposed to "okay, I think it goes here....I saw someone else wear
it up here and I think that's cool....oh well...it's where the book
I'm glad however, that this prompted some positive discussion on this
badge...and where it should go (and who wears it NOW).
