Sport Belt Loops

I have opened the Sport Belt Loop can of worms, and cannot close
it. Over the past 2 years as Cubmaster of our pack, I have been trying
to get some to administer the Sport/Academic Program. I have still not
found that person. As far as I know there never was a person. I have
all the books, including the Leader Guide, and have heard a
presentation from another district, at a roundtable meeting, but still
have some questions about the BELT LOOPS. I think I understand the PINS
and LETTER part, but not the loops.
Two of our Dens recently participated in an Ultimate Frisbee Game,
and asked if we could award them a sport loop. At that time I restated
my postion, that we needed a chairperson to develope this program. We
decided that we would have all the leaders generated a list of loops
their boys qualify for. I passed out a list of available loops, and
stated that the cubs need only to have participated in the sport or
academic subject once, and that it did not have to be a group event.
Well I got back a list from one leader of a den of 9 boys, with over
190 loops on it. This made my realize that we needed to examine the
program a little more, and read the guides.
After having reviewed the leader guide and several individule
catagory guides, I am still confused. I am courious how others have
administered this program. I am inclined to pick a group of sports and
academic subjects we will use in the program, and group them again by
