Here's what we do in our Pack to emphasize to the Webelos the differences
between that and Boy Scouts:
1) We get our Cubs to Cub Scout Resident Camp at a Boy Scout
camp (Shin-Go-Beek, Des Plaines Valley Council). While there, we
point out the differences. These include .22 rifles and skeet shooting
vs. BB guns, the COPE tower, instruction in canoeing and rowing,
lifesaving, campcraft, hiking and outpost camping, etc.
2) We make sure our Webelos go to meetings and activities of the
active troops in our area and see all the activities they engage in that
Cubs can't or don't do.
3) We emphasize to them that the Boy Scout program is boy-led, not
adult led. This is very important to them.
Our pack had been in a low point for a couple of years, so we had no
graduating Webelos my first year. Two years ago we had 2
graduates, and last year we had 4. Five of those 6 are currently
registered Scouts. I'm maintaining contact with their Scoutmasters.
Hopefully, this will work.
