Re your question about being able to buy BSA supplies at other stores than
the Official Council Stores. I don't think there is any uniform policy
across the country.
In many of the smaller towns in Texas, there are stores that have agreed to
be disributers for the BSA uniforms, patches , and etc. In many cases these
are the Sears stores. However, in the towns that are the Council
headquarters, many have installed their own stores to sell the uniforms and
other equipments. It seems to be pretty much up to each council of how they
want to handle the supply problems. In general, if you are in a city with a
council office, very likely your best bet is to go to the council office to
pick up a patch, in other towns, call a few department stores and ask who is
the local distributer for Boy Scouts.
