I doubt that there is a clear answer to this question. My own
personal opinion, however, is that the reason the LDS church
participates in the BSA and not in GSUSA is because of the differences
in the leadership policies.
The BSA is very much in synch with the LDS church with regards to
goals, leadership qualifications, and social policies such as those
regarding homosexuality. If the time ever comes that the BSA and the
LDS church cease to be in harmony, the LDS church has the
infrastructure and resources in place to leave the BSA and form its
own organization. I think that this would be unfortunate for both
organizations, since the church would lose the tradition and resources
of the BSA, and the BSA would lose a third of its funding.
The GSUSA, according to my sources (which may be incorrect), has more
liberal policies that conflict with the standards of the LDS church.
For this reason, the LDS church has it's own Young Women's program,
which is quite extensive. It includes programs for advancement and
achievement (called Personal Progress) and even includes some outdoor
activities such as Girl's Camp. I really don't foresee the church
ever creating the same sort of alliance with GSUSA as it has with BSA
unless the GSUSA somehow becomes more cooperative with conservative
All of you that are involved with the GSUSA, please feel free to
correct me on my facts. My statements are admittedly based on
heresay, not first-hand knowledge of the GSUSA.

Why is it that Boy Scouting is part of the LDS Young Men's organization
but Girl Scouting is not part of the Young Women's organization? I'm
involved more heavily in GSUSA than BSA and we have several LDS Cadettes
in our troop. It seems odd that they are supportive of Boy Scouting but
not Girl Scouting. Is there some reason for this or is it just the that
the time period that the Scouting organizations evolved in?
