Background checks are a tool. I think two-deep leadership may be more
effective. Background checks only tell you if someone has been
caught. A soccer choach was in the news locally a short time ago. He
was caught abusing children. He had coached for a number of years, on
a number of teams and volunteered for school programs. A background
check would have come back clean because he had never been caught before.
Unfortunately, there is no way guarentee the children's saftey. All
we can do is make it hard for the abusers. There are no silver
bullets that will make the problem go away.
