In my council the policy was just revised. At one point you needed a
tour permit for any activity that was not held at your regular meeting sight.
The new revision allows units to travel within council boundaries without
a tour permit, and also council owned property outside the boundaries.
Any unit traveling outside council boundaries to a non-council owned site
needs a tour permit.
The rule of thumb is, when in doubt file a tour permit anyway, just to be
safe. Whether the tour permit must be filed or not, the conditions of
safety outlined in the permits must be followed at all times.
