Under Cub Scouts, all camping requires 1 parent/guardian per scout.
If they are registered BSA (Webelo -> crossover -> BSA membership form filled
out) Then they are BSA registered and the above is correct.
Its the first year webelos that are in conflict with the policy and
the clarification must be made.

I would recommend the day camp if you can not get a clear answer
and save the resident camp for BSA. This will provide an
incentive to go on to BSA .
