Webelos camp w/o adults

Here's a question. We just received our summer camp info in the mail from
council. They are strongly pushing a Webelos residence camp for 4th and
5th graders over the regular day camp. It states that "in accordance with
national guidelines....." we have to have 1 adult over 21 and 1 over 18.
Basically the 2-deep leadership. When I attended Cub Leader training and
when my husband attended SM fundamentals (just a few weeks ago) we were
both told that even Webelos MUST have a parent with them for overnights!
I called the district office to clarify the flyer and inquire about the
2-deep leadership as opposed to one parent/adult for each boy. I was told
that our DE wrote that and interpreted national policy for the camp.
Am I wrong or is he wrong? If he is, is there anything I can do to
protect our pack/boys from not having enough adult supervision? Please
keep in mind that our district office is an hour away from our town and
none of us know the district employees well at all. Also, our unit
commission recently resigned due to work related overload so we have no
one in our area who can go to bat for us.
