According to the 1994 edition of the Guide to Safe Scouting:
"Adult leaders should support the attitude that young adults are better off
without tobacco and MAY NOT ALLOW THE USE OF TOBACCO PRODUCTS AT
ANY BSA ACTIVITY INVOLVING YOUTH PARTICIPATION."
The caps indicate bold type. In turn, bold type in the
Guide to Safe Scouting denotes BSA rules and policies.
