My solution to the problem is to always return to the chartered
organization, and have the parents pick up the Scouts from there (unless
other transportation has been arranged by the family). Unfortunately, it
isn't a perfect solution either. At times you can get caught in the 'last
Scout' situation above. However, you can wait outside with the Scout in
open view of others in the neighborhood.
