I don't believe there is an "official" set of requirements for these.
If there is, I've never seen it in print. My troop's policy requires
100 per cent attendance at all troop meetings, camp outs, and service
projects to earn them. (Last year we had four of our sixteen
registered scouts earn perfect attendance bars.) The requirement used
to be that the perfect attendance had to match the program year.
Unfortunately, the scout who missed a meeting early in the year lost
his incentive to resume working toward perfect attendance. The troop
committee, at my suggestion, changed the policy so that the time for
perfect attendance could begin at any point and run for a year. As a
result, we don't always give our perfect attendance awards at a
specific time of year.
