Service stars represent years (or partial years - if memory serves - ie.
3.5 gets you 4) of service in each 'phase', regardless of unit. The backing
color represents the 'phase:' Orange, Tiger; Yellow, Cub; Green, Scout;
Red, Explorer; Brown, Varsity (I think); and Blue, Adult.
On my uniform, I can wear the following stars and backings: 2-Blue 10-Blue
7-Green and 3-Yellow. These represent my 12 years registered as an adult,
seven years as a Boy Scout, and three years as a Cub Scout and Webelos. In
case you're wondering, after 10 years in a phase you have to wear
combinations to represent the number of years (10+2).
