What you say is true. All adults need to annually update their physicals
with a Class 3 "Personal Health and Medical Record". This is also required
of youth members participating in high adventure activities, athletic
competition, and national or world jamborees.
Youth participating in Scout Camp need only to use the form (Class 1 and
2, I think) which requires a complete physical exam only every 3 years, but
does require an annual attestation from the parent that nothing has changed
in the medical history since the last exam.
Personally, I think the annual exam for leaders is a good idea. You would
be surprised how much I have found wrong doing these very exams.
