If memory serves me right (I don't have my Scout Catalog) , there is a charm
bracelet and miniature charms similar to the mother's pins still available.
This may be the answer to the problem, even though it's not as "high
profile" as a "pin ribbon" or necklace. They also cost more than the pins,
and usually have to be specially ordered.
My Mom has one of these from when I was a Cub Scout, with a mini of
everything that she, Dad & I earned through Cub Scouts and boy Scouts: Bobcat
through Webelos (no Lion, though :() Tenderfoot thru Eagle, OA ribbon pin,
Scouter's Key pendant, Den Leader's Training Award pendant, and a Silver Fawn
She would wear this as her "braggin" rights." There isn't anything that
says that they can't be worn on a necklace, and, since Carol is concerned
about proper uniforming, but still wanted to brag about her kids progress,
this may be a good way to go.
Someone else suggested decorating a slide or woggle with pins. Hadn't
thought of that one, but, gotta admit, I like it :)
Hope this helps.
