My best experience was with a director who had the sole responsibility
for the camp operation. He was a Professional, but mainly with camp. He
was a permanent resident of the camp itself and managed the weekend
events as well as Summer Camp. He held this position for about 12-14
years. A large part of the success was the person himself, too. The
camp is in the Samoset Council in Northern WI.
The worst experience was with a volunteer director who was "supervised"
by a DE. The DE did not spend much time at camp and let the volunteer
run it. He did not manage the staff well at all. Since then, we have
had DEs as camp directors and all have done quite well. This is in my
council in Central IL. I have not heard any complaints that the district
of the DE suffered.
I am not sure we can generalize to say a volunteer or professional will
do a better job. It really depends on the individual and his management
